More than half of Roger Rumbaugh’s 40 years of banking experience was focused in legal and regulatory compliance, making him a valuable asset to clients of ICS Compliance. Roger currently serves as Director of The West Virginia School of Compliance and as Principal in the Compliance Forum Program of The Virginia Association of Community Banks.
Roger’s former company, The Compliance Network, Inc., was a consulting, training, and auditing provider to banks in the mid-atlantic region. He founded the company more than 17 years ago, which was proudly acquired by ICS Compliance in 2009. The Compliance Network was successful implementing such services as: The “Compliance Hotline”, forms development, design, and review, Compliance Monitoring System Manual, compliance audits and training, and private consultations and seminars.
Previous positions include Director of Compliance and Vice President & Compliance Officer for several WV banking institutions, as well as Principal of the Charleston National Bank (CNB) Consulting Service, established in 1980 to provide advice regarding legal and regulatory compliance and other banking related matters. Roger also previously served as Director and Faculty Member of the CNB School of Compliance, which he co-founded in 1987 to provide compliance education to bankers and bank counsel.
Roger has written numerous articles for distinguished publications, such as ABA Bank Compliance, and has supplied expert testimony in numerous civil and criminal court actions. In addition, he has appeared on programs of the American Bankers Association's National Conference for Compliance Managers, Bank Counsel and Auditors; Skylink Television Network; ABA's Compliance Symposium; the Mid-Atlantic Compliance Conference, sponsored by the MD, DE, WV, and VA Bankers Associations; and various other state association-sponsored programs.
